When you have a respectful discussion about something uncomfortable or unpleasant that needs to be addressed with someone when you're both feeling good and/or both coming from a good place emotionally. Does not have to be on a Tuesday. Yes crying can sometimes happen.
My brother really hurt my feelings. I'll have to find a good time to have a Tuesday Talk with him about it.

P1: This place has the best food ever! It's really close to where we are and we always used to go there!
P2: Well now that you're giving all this hot talk about the place, I guess we should go there! It better not disappoint!

An arrestable offence in Espanola, NM; one is said to be talking smack when using Mexican expletives in reference to the small-mindedness, arrogance and stupidity of police officers. Punishable by death in some South American and Middle Eastern countries, it is only enforced in the USA in Espanola, NM and Bumfukk, GA.
"Hey ma, come pick me up, this "coolon" (spelling?) is harrasing me". This is an example of talking smack on the phone while an officer of the law is staring you down.
