This is a phrase a mother uses to assert herself over her children. In one simple sentence she shows dominance over her offspring and reminds her children that she does does not have to explain herself or her decisions to them.
This is a phrase used by a mom when her child...
A.) Has done something wrong and mom is telling him or her to stop.
B.) Is about to do something wrong and is caught and mom tells him or her not do it.
C.) Is asking for something and Mom says, "No!".
In all of these instances the child would more than likely repeat this phrase, "But why"! In the beginning the mother may say, "Im the Mommy that's why", but usually the mother will say no several times until she feels like she going to explode.

Joey: (He raises his voice) Just tell me why, mommy. Why cant we get them? Why?
Mom: (Mom lowers her voice into a growl and gets close to Joey face) I'm the Mommy that's why!

Used to describe excellence in failure or, more specifically, success at a skill or in a field which is so ignoble as to be a kind of failure.
The phrase derives from The Simpsons episode "Lisa the Vegetarian." Ralph Wiggum, a deeply unintelligent and maladjusted child, eats the worm he is supposed to dissect. Ralph's teacher, Miss Hoover, defeated and calloused toward Ralph's learning disabilities, tells Ralph that there are no more worms and he should "try to sleep while the other children are learning." Ralph rejoices saying "Oh boy ... sleep! That's where I'm a Viking!"
The implication is that Ralph is too stupid to be taught, too stupid to know he is being robbed of an education, but also too stupid to use an education anyway, thus happy to be released from the trial of trying. Now used to describe joyful release in accepting lowliness and failure, especially when failure allows for some trivial but enjoyable hobby.

"I'm reliably informed," is a phrase I use on messageboards contained like it is here within speech marks, to denote that what I'm about to say is not the absolute truth, or more likely to be a downright lie.
"I'm reliably informed" that Madonna is about to adopt several more children, as she wishes to re-shoot "The Sound of Music" with herself in the lead role and then she can make it an all family affair.

The phrase "I'm gonna do it" usually refers to a specimen of the human species verbally expressing the phrase in reference to do something a friend or partner has told them to do. Most of the time, the friend or partner is joking because the thing being referenced to is risky or dangerous to the person or people around them.
Person 1: I dare you to jump off that building.
Person 2: Sure.
Person 1: No wait, don't actually do it.
Person 2: I'm gonna do it.
Person 2: Sure.
