Polecat

A hot man or woman (normally a woman) who thoroughly reeks of skunk weed or pot. Their body, hair, clothes breath, skin, etc smell of it. Their looks are that of a model or super star but as they pass by the scent is strong enough to make you high as a kite.

This is used as a derogativeor as a statement of disgust or as phrase of disappointment by aperson not 420 friendly.
