When a woman gets so incredibly horny during the ovulation period of her cycle that it starts to impact her behavior. Similar to the term "nodding out" used during drug use to describe somebody with impaired functions.

Person 1: "Dude. My girl is a completely different person a week before her period starts. It's like she's done lines of horny goat weed. She's starting to freak me out."

Person 2: "Sounds like your girl is ovving out"

Person 1: "What."
