It was two meanings....

1- when your having a good time in bed.. if you know, you know.
2- when your dog is hurt or sad they whine
but mostly used in the first way.. yes the sexual way

1- "Damn, she was whining so loud in bed last night."
2- *accidentally stepped on you're dogs tail* "Oh no, my dog is whining!"

Whine on

The phrase one can utter when someone starts whining about things that are so minor. This is similar to "fish on" when someone lands a fish or whatever on a fishing line. However, that is seen as positive and exciting while this is seen as soooooooo annoying....

Polly: "And then the waitress came back WITHOUT my cucumbers on the side!"
Brandy: "Whine on!"
Sebastian: "You're fierce, Brandy! Polly, can you be anymore negative? Cucumbers. Cucumbers..."
