Term came to be after an incident in where a gentleman in a wheelchair was stuck on a grill of a Semi Truck wearing a "I'm a Pepper" T-Shirt. He was unharmed. "What a Harold" term used to be the describtion for the same thing. Was then changed to "What a Pepper".
