When someone has failed in a business venture in Italy- or equally any foreign country- due to their misjudgment of the ease with which they can extract money from the indigenous population, consequently leaving them destitute and stranded in foreign parts resulting in their bitterness and trying to shift the blame for their failings on the "stupidity" of the locals.
