I can barely speak Chinese, I like to say I'm restaurant fluent though so if we go to Panda Express we're all set.

A person who likes to eat out. Used either literally for someone who enjoys eating food primarily at restaurants, or figuratively as coded term for someone who enjoys performing female oral sex. A play on the phrase “eat her out.”
