A Grab Hag is one who takes excessively, maybe even taking all that is there.
It seems to fill their souls with singular delight to pull out every tissue and aggressively stuff them into their bulging pockets or purses; and shamelessly doing so at the front of a long line of other grab hags waiting for their turn with the unprotected and unaccounted for tissues.
