It means you can cry as much as you want, because crying is free. It's mostly used as a provocation in online communities, specially in Brazil, where it translates to "o choro é livre".

lambda cry

a pun off of "lambda chi" because we all know lambda chi is full of the girliest frat guys alive. Its common to see them crying after loosing an intramural sporting game, spilling their beer, or when they lose at beer pong.

Susan: You finally broke up with Jason??
