Scapegoat

A person who is blamed for the wrongdoings, mistakes, or faults of others.
A project at a company fails due to poor management decisions, unrealistic timelines, and insufficient resources. Instead of the management taking responsibility for these systemic issues, they blame the project's lead developer for the poor code quality and missed deadlines, effectively using them as a scapegoat to avoid scrutiny of their own planning.
