An opp pack is a (disrespectful) reference to a deceased person while smoking a joint or blunt. Originates from the Chicago drill music scene.

Originally "smoking" someone was a good thing(as long as it didn't mean shooting em). For example when 2pac died his gang members smoked his ashes in the form of a blunt. But after "Tooka" got shot up, his body was literally smokin from all the shots. So people would say smokin a tooka while celebrating an opp dying. When 2pac died smoking was a celebration that he lived. When tooka died smokin was celebrating he died. So an opp pack is smoking weed in celebration a opp died
