A nice simple, concise, mild acknowledgment of a positive development. Meant to convey solidarity with another person sharing the development. A stronger form among people who use 'woo' would be to use a modifier like 'Big Woo' to step up the acknowledgement a bit.

Guy1: Hey, I just got a McDonalds Monopoly piece I didn't have before.
