"Sir" Crocodile, aka Mr. 0, is a character in the anime "One Piece". He is 1 of the 7 Warlords of the Sea, and the leader on the underground crime syndicate "Baroque Works". He has the power of the sand-sand devil fruit which allows him to turn into sand. He is basically a 'Sand Man'. He also has the ability to drain all moisture from anything he touches.

(since crocodiles have short arms): the short end of the stick, i.e the worst possible deal, (among those acceptable to you) that is being offered.
if you are being offered multiple deals all of which are morally, socially or culturally unacceptable to you, its better to walk away from them all, and instead, get a crocodile arms type of deal. as the saying goes you can't have your cake and eat it too, but at least you get something
