N - Someone who acts or dresses foolish to draw attention to oneself. Often this is done to draw attention away from others who might not enjoy the attention so much. If they are ignored, the acts get more and more outlandish.

Similar to how a clown at the rodeo draws the bull away from the cowboy.

The attention received is almost alway in the form of ridicule and laughter at the rodeo clown's expense.
