Sambell is a sub-deamon meaning that although he is a manifestation of negative energy (why he steals), he is rather harmless.

Side Note: If you think about it, everyone has lost at least 1 pair of socks. Now lets do some math. If 8 billion people all have lost a pair of socks, shouldn't the streets be filled with nearly 8 billion socks, that's nearly 400,000,000lbs of socks that go missing...wtf?!
