Where the leaders in government eliminate any threat of being prosecuted or even the questioning of authority. Prosecutors are fired for even the slightest hint of questioning authority. And where possible, Supreme Court Justices, Appelette and Justices/Judges are chosen because of their belief in authoritarian rule. And there are pardons for those lawless people who were convicted of participating in an insurrection.
After the Justicide, the president sought hundreds of millions for restitution to pay for his legal fees in cases that never went to trial after he was elected president.
