A person who often becomes excited and aggressive over trivial things. Specific stimuli especially invokes excitement from one who is a live wire.
Watch what you say, because he's a live wire, he gets so mad over the tiniest things, especially if you tease him about his extensive shoe collection. But if you talk about something he likes, he'll become really excited and happy!

Some scholars argue that this Riley (originally spelt "Reilly") referred to the character that appeared in a song written by Pat Rooney in 1890. In the song Riley says if he ever became the President of the US then "New York" would "swim in wine when the White House and Capitol are mine."
Some others argue that it was an American poet by the name of James Whitcomb Riley who gave rise to this idiom. Apparently, Riley (1849-1916) wrote sentimental poems about young boys, which were very popular during his time. The poems told the stories of young boys lazing around during the summer without a care in the world — wandering about barefoot, swimming in the river and fishing.

This expression was adapted from Jesus’ words to His disciple Peter in Matthew 26:52--But Jesus said to him, "Put your sword in its place, for all who take the sword will perish by the sword."

An idiom meaning “what goes around comes around.” More to the point, “if you use violent, forceful, or underhanded methods against other people, you can expect those same methods to be used against you.”

A person who lives violently will probably at some point be killed in a violent manner.
The expression "live by the sword, die by the sword" was contemporized to "live by the gun, die by the gun."
