Similar to a 'Spliff', a jeffrey consists of many other drugs including marajuana, crushed up E's, opium, Heroine, Angel dust etc. There is not a set drug ratio for the Jeffrey it is decided by the producer of the Jeffrey.

The sweetest guy you'll ever meet. Even when he's having his own problems, he'll try to solve yours. He's funny and knows how to cheer anyone up. He'll do whatever he can to help and you can always count on him for whatever is going on in your life. He is an amazing guy and you're lucky if you ever meet him. He also pulls off sweater vest and cardigans.

To Jeffrey something is to wait until the last possible moment to address a problem, generally waiting until something is /literally/ on fire before dealing with it. Derived from jefferies tubes in Star Trek; small access tunnel routes in starships generally only accessed for emergency repairs.
