There are three meanings. There is a tv show on the CW. A book that the show was based on. Then a real gossip girl where she tells you, you guys are best friends and you can keep secrets but then she gossip's about you behind you back. She spills everything about you.

The TV show started in 2007 was based on the series of books by Cecily Von Ziegesar. Every millennial hates to love it and the show gen z's are just finding out about. It was a cultural reset yet it was ridiculously cringe worthy but also kind of amazing. It's also very problematic at the same time like wtf.
