One who is homeless or has low income and can't afford cigarettes. They go and scrounge for used cigarette butts in communal ashtrays. Primarily in front of restaurants and public areas.

Damn, that butt pirate is back! He emptied the tray yesterday. I have to tell the manager of the restaurant to get him to leave.
