A slang expression for getting insane.
The "happy meal" means here "insanity", the person is on the edge of being or getting insane. The most popular use of the term, when it wasn't coined by them, was in a episode of the Sci-Fi series Stargate.

O'Neill: Lose it. It means, go crazy... nuts... insane... bonzo... no longer in possessions of one's faculties... three fries short of a Happy Meal... WACKO!!

Short for a boy

This phrase is used when a boy is not usually the height that society expects the male to be (Like 5"10 and up). But that are still slightly taller than the height of an average woman and the same height as women who are considered tall by women standards example height: 5"7 so this leaves them in between slightly taller than most women but shorter than most men.

Girl 1: Jeff is kinda cute isn't he

One egg short of a dozen works too, but that sounds nasty.
