One who has less than the beatest. A person who has zero and thinks he has one.

A person like bust, will often run away from bars tabs, drive east on I-80, ask his friends for more money to pay the whores. Bust will take his girlfriend to in-n-out burger acting like they take debit cards, he will go through the drive through and order, when it comes time to pay he says, "oops I only have my card, I guess we cant pay."
