a burqa cat is a way of describing a very crazy person or thing . In most terms it is also used to descibe something very strange or wierd.
It is a cool new and "hip" expression that you will only hear cool people round your school/town saying it.

This adjective comes from two commpletly strange mixes of words which is why it is used to describe something strange!
