Another in a sea of terms created by deeply insecure males used to vilify females, in this case, those who post scantily clad pictures of themselves online and elsewhere. Short for "That Ho Over There", the typical drive behind the usage of the term when used by males is to artificially (and temporarily) boost their own low self-esteem, and to absolve themselves of their reliable failure to find a "suitable" mate due to their inability to even talk to females in humane manner (if at all).
The term, when used by other females, often represents (in the typical scenario) a kind of subconscious envy for the target. See "Haters". This is usually the product of an unnatural judgmental behavior furnished by the surrounding "culture" and behaviors of their ingroup or "tribe". Not dissimilar from judgmental male usage in terms of the intended result (dismissal, vilification, and boosting of own self-esteem/validation of self), but different in the reasoning behind the judgment itself.
