A group of individuals threatening in appearance who appear to be participating in illegal activities.
My friend Tyler saw a group of felonious fellas behind a gas station.

Felonocracy

Felonocracy describes a political order where the line between crime and governance has dissolved, where criminal networks operate openly, and where the state itself becomes a criminal enterprise.
