One who promises and fails to deliver a requested item or piece of information after the objectives to obtain said items/information have been completed.

Hubbin' It 

The term “Hubbin’ It” was coined during the Great Depression (1929-1939), and originally referred to a wagon getting stuck in the mud, down to the wheel’s axle, or “hub”. It later came to be expanded to mean any hard times.

The Bob Wills’ song “Hubbin’ It” has the words:

“Keep Hubbin' it, Hubbin' it son,
It's your wagon load.
Keep right on Hubbin' it,
Down that lonesome road.”
