This phrase can be used against any female one considers dirty, slutty, hookeresque, confused, loves to be poked, or borderline retarded. If DPH is an insult then DPHCD is a super insult. This phrase must be used with extreme caution so long as said female has never heard of the urban dictionary. Salud!
