In professional sports, a loser tax is when a team with a history of losing, bad culture, bad circumstances, and/or less than ideal location must pay extra than other teams might have needed to in order to secure the services of a premier player.
The Detroit Lions are probably going to have to pay a loser tax to Ramsey if they want to lure him away from places like Miami or Las Vegas.

When a person (usually a Republican or one who leans right on the American political spectrum) takes opportunities to speak badly about the American Democratic party, no matter how unprompted or unrelated to what's currently going on.
