Someone who sees democracy as a mean and not and end on itself thus being simultaneously open to other different forms of goverment
Friedrich Von Hayek is essentially an ademocratic classical liberal as shown by the following quote: Democracy is essentially a means, a utilitarian device for safeguarding internal peace and individual freedom. As such it is by no means infallible or certain.
