philocracy n (Gr. philos+kratos) - the rule of love; love as a governing principle of social life.
philocrat n - a person who believes in the power of love.

All authority is from God. God is Love. Hence love should be the ultimate authority.
"Philocracy" is not the same as "theocracy," the term by which the power of
church is usually implicated. What is commonly understood by "theocracy" would be better termed "hierocracy" - government by the clergy, ecclesiastical rule.The true theocracy is philocracy, since God is not clergy, God is love.
