A "politically-correct" alternative to motherfucker, apparently for use to refer to women. The reference is to "enclosing" dick in fanny.

Actually, for a PC term, I think it's actually quite cool. c.f. father-engulfer.

George W Bush is a motherfucker, and Condaleeza Rice is a father-encloser.
