An individual who drives a moped because they are not old enough/can't afford to own a motorbike. Ped-heads generally carry their helmets with them in public so other people will know that they own a ped. Ped-Heads tend to think they are cool and somehow superior to others who don't own a ped.

They style of hair usually associated with a pedifile. For example, if you look at a kid in your class, you might say he has ped-head if he has a haircut like a well-known pervert from the 80's.
