1) A horrible, scurrilous, fecally fecund urban pest.

2) Any loud, obnoxious bird, especially belonging to a species that can be found roosting in large, raucous groups. Seagulls are an excellent example of the dreaded packbawky.

"Look at that dirty packbawky on the balcony!"

"Where?"

"Look out!"

"Splat!"

"Nooooooo! My eye! Damned filthy packbawky!"
