A phrase that people use for something of impressive power, skill or just general fun. It stems from the Dragon Ball Z Show when Vegeta and one of his cronies come across Goku, and Vegeta's scouter reveals that Goku's power level is... OVER NINE THOUSAND!

Over 9000 is a term used to express a great amount of skill, strength, speed, etc. The term originated from the anime show Dragonball Z when Nappa asks Vegeta what his scouter ( a device used in Dragonball to measure the power level, or battle strength, of someone) said about Goku's power level. Vegeta's scouter was designed to pick up a power level up to 9000 whereas Goku's power level was "over 9000" which was what he told Nappa.
*Goku shows up*
Nappa: Vegeta, what does the scouter say about his power level?
Vegeta: It's over 9000!!!!!
*Vegeta removes and crushes scouter*
Nappa: What, 9000?! There's no way that can be right!
Nappa: Vegeta, what does the scouter say about his power level?
Vegeta: It's over 9000!!!!!
*Vegeta removes and crushes scouter*
Nappa: What, 9000?! There's no way that can be right!

The phrase "over 9000," in essence, defines 9000 to be any number considered to be an already excessive limit which one would then expect to be surpassed in one way or another by the circumstances leading to the utterance of the phrase "It's over 9000!" with various degrees of phonetic extension of the /a/ sound in the word thousand.
For example it would be absurd to assume that you have over 9000 mid terms to take. However, it would be perfectly acceptable to set 9000 as a placeholder representing some number that is an acceptable upper limit of exams any excess of which would cause exasperation and very possibly scouter (here meaning pencil or pen) crushing.
