Its slang for hey girl (thinks: I love your outfit but don't want to say anything!). Usually said by those you don't like when they pass you in the halls. Most of the time they say it with an attitude!
Girl 1:**walks down hall with besties**
Girl 2:Omg..look at you **looks girl 1 up and down**
Girl 1:umm hey...(do I know her?)
