Not originated by the Animaniacs, this was a running gag in vaudeville... a catcall to call attention to a fine looking individual passing by.

*scantily clad curvaceous person sashays into line of sight*

"Hello Nurse!"

or more appropriately

"Helllloooooo, Nurse!"
