Has two main usages:

1. When a person acts like he/she is trying to save money; basically being 'cheap'.

2. When a person ditches (does not show or refuses to a date/meeting) or breaks up with someone.
David is so annoying that even a junior cut-cost him for Prom.

Costello Cut-out

Similar to an "Irish Exit", the Costello Cut-out involves leaving a party or social gathering without saying goodbye, but shuffling your feet on the way out.
Gary : Hey where did Johnny Boy go?
Mike : I don't know, he was just here laughing and having fun. Then he disappeared.

--30 minutes later--
Gary : I think he gave us the Costello Cut-out.
Mike : Yea, shuffled right out on us.
