Slang term used in a prison setting. Usually a glove or some kind of plastic, etc. that is 'hooped' (hidden in the anal cavity) when trying to transport drugs/tobacco/'kites' or anything else you dont want found, to another place/person.
"Did homeboy bring a 'clavo' in with him?"
"Hell yeah, he 'hooped' it right at the last minute before the cops got him!"
