change snatcher

A person, usually a cashier, who purposely shortchanges people, usually by keeping all or a portion of the coins to be returned to a customer after they have overpaid.

A person who deceptively keeps other people's change.
He thinks it's fine to keep my change without asking if it's only a few cents, but I think he's a greedy change snatcher.
