"Ice the Toboggan / Icing the Toboggan" is Canadian slang for the act of getting slightly high to prepare yourself for taking a huge drag from a joint, vape, bong, etc. The intent being to make the drag hurt less and/or make the high ramp up more smoothly.
"Hey bro, can I take a hit of your joint? I want to Ice the Toboggan before I take a huge drag from this one I'm about to roll"
