A form of police services informant contact fraud or police racketeering, where the informant assumes the identity of the intended victum, to create a straw-man argument, discredit, or provide false information, and restitution or divert funds such as payroll, or victum services, and witness services. Also used to press false charges. Surround and isolate a gangstalking victum.
