This is the libel-proof way of really saying "we think this guy is a suspect but we don't yet have probable cause and we want to talk to him and hope he's stupid enough to confess and make our case." But, for some reason, they choose not to come out and say that the person is a "suspect" that they would arrest on sight.

Person of interest means we don't have enough to arrest; suspect means we do.
Chief Smith said: "Witnesses described a bald white male with a 'wifebeater' shirt as being at the scene of the crime. He is a person of interest in this case and we would like to talk to him."

2) Someone you find attractive, you may try to go and get with, but you only have mild feelings for that person.

A black albino, suspected of, but not charged with, a crime.
While not officially charged, Te'quan (an African American Albino) is considered a person of interesting color.

Stealthie 

when you're holding up your phone and making faces at it, as though you are taking a selfie, but you're really taking a picture of the person across from you or the wall or anything else that seems interesting but you don't want to be caught dead taking a picture of.

This action is often made more convincing by wiggling the eyebrows or opening the mouth, to pretend you're trying to get a Snapchat filter to work.
