Showing off the creators disregard for rule or order. It is to create something blatantly disrespectful of social norms and those who would enforce them.

A person in a state of not-caring, as in not giving a damn, doing things half-ass, and not thinking twice about consequences or what other people might think or feel about it. Also describes someone who does not take the time to be careful.
