1.Refrence to the 2000 U.S. Presidential Elections where after contested ballot results and recounts in Florida, the Supreme Court decided George W. Bush as President. Some contest that when the ballots were recounted Bush did not actually win the election, thus critics to the process coined this phrase.
2. The title to Radiohead's sixth album which could be in refrence to the above definition.
