An adjective, the phrase refers to long-time comedian and actor Paul Lynde who occupied the center square in the long-running television show Hollywood Squares. The phrase is used to describe a person or thing that is flamboyantly gay.

An overtly effeminate and openly gay man. A reference to Paul Lynde and the square he occupied during the old American game show Hollywood Squares.
That guy isn't just gay, he's center square gay.
