The assumed origin of 'can't be arsed'. 'Can't be asked' does make some more sense, and the americans can even say it without it sounding too bad.

An askal is a street dog (asong kalye) in the Philippines. Filipinos first got their reputation as dog eaters of askals because of the Igorots, a brave tribal group in Benguet where ironically, dogs are still eaten in some areas today (although the dog trade is illegal in the Philippines).

Example: A friend of mine attempted to embarrass me in front of some of his friends by asking me "didn't you wear that same T-shirt yesterday"' knowing full well that I have several of the same color. I informed him that this type of act is commonly referred to as an "askhole"
