Get the bullymug. A scary bully is someone who has a history of traumatizing people off the internet. Or at least traumatizing them so hard they're too paranoid for further interaction. If someone is a scary bully they will have FULL power over their victim. You will see some scary bullying cases escalated to doxxing. A scary bully can also be synonymized with powerful bully too. This term fits a lot as a "scary bully" is much worse than just a normal bully. There have been multiple online cases where bullying escalated to trauma, which is why it should be termed scary bullying. Some victims have commited suicide due to being bullied too.
