One who slows traffic during peak hours by blocking entrances, revolving doors, escalators, etc., without consideration of other commuters.
Isn't it common sense that you stay to your right on the escalator if you don't move your ass? Not to mention those fumbling their wallets right at the subway turnstile. I'm fed up with these rush hour idiots!

Additional drinking time in UK pubs following Government legislation to permit 24-hour opening of such hostelries.
The Government Minister for Culture, Media and Sport at the time the new legislation became law was Tessa Jowell MP.
Although few establishments brought in 'round the clock' hours, it does provide for greater flexibility, especially useful on weekends.
