healthcare plan 

Started during the Obama campaign, which was especially focused on healthcare.
It’s jokingly used to indicate racism. A racist voter who didn’t like Obama could very plausibility say the reason for their dislike was based on disagreements with Obama’s healthcare plan.

victory plan 

A plan you make the morning after passing out due to consuming vast quantities of coke (or other drugs) and then having a dream that outlines the plan. Usually (but not always) made by a comedian-turned-politician.

Person 2: Yes.
Person 1: I see you've only written 5 pages so far, RIP.
Person 2: Don't worry I made a victory plan today, it will be finished in 2 hours.

You know that changing the law has absolutely no relationship to whether or not I own the AI, correct?

Geography Plan

Kidnapping a male friend, removing their underwear, and then using rope to attach their left wrist to their left ankle and their right wrist to their right ankle. This will leave them spread, now a dishonorable person has free use of them. When completed, leave them to the homeless overnight and return to them in the morning to check the damage.
